We’ve also made the website text as simple as possible to understand. AbilityNet (AUK digital accessibility charity) has advice on how to use settings on your device to make accessing information easier if you have a disability.

Technical information about this website’s accessibility

South Oxfordshire and Vale of White Horse District Councils is committed to making its websites and those that it commissions are accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

The website has been tested against the Web Content Accessibility Guidelines(WCAG) 2.2 AA standard.

(b) This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to ‘the non-compliances’, ‘the exemptions’ or ‘the non compliances and exemptions’] listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

Some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.2 success criterion 1.1.1 (non-text content).

Operating systems have a native indication of focus, which is available in many browsers. The default display of the focus indicator is not always highly visible and may even be difficult to see especially on coloured backgrounds. The focus is missing for two keyboard tabs at the top of the page. This fails WCAG 2.4.7 Focus Visible criterion.

The 'cookie policy' sidebar links only receives keyboard focus after tabbing through most of the page content, which makes it hard for keyboard users to quickly dismiss this. This fails WCAG 2.4.3 Focus Order criterion.

The 'cookies pages' and 'hireful' links in the cookie sidebar do not have sufficient colour contrast; The placeholder text in the 'First name', 'Last name' and 'Email' input boxes does not have sufficient colour contrast; The 'I agree' text next to the checkbox in the form does not have sufficient colour contrast; The red 'Please fill out all mandatory fields' error message that appears when the user clicks the 'Submit' button in the form does not have sufficient colour contrast. This fails WCAG 1.4.3 Contrast criterion.

Links are not distinguishable without relying on colour. This fails WCAG 1.4.1 Use of Colour criterion.

At 400% zoom or on a small screen (320x256) there is an issue with the logo not being fully visible. This fails WCAG 1.4.10 Reflow

The 'here' link next to the 'A copy of their privacy policy can be seen' text in the pagebody. This fails WCAG 2.4.4 Link Purpose criterion.

Some of the tick box elements in the application form are invisible to assistive technology. This fails WCAG 4.1.2 criterion.

We plan to fix all listed accessibility issues by July 2025.

Disproportionate burden

Following advice from the supplier of the site the cost required to rectify the issues is a disproportionate burden to fix within the meaning of the accessibility regulations in the short-term. Significant development affecting all 550 customers would be required. We are however committed to ensuring accessibility standards are met longer term (summer 2025).

What we’re doing to improve accessibility

We continually monitor the accessibility compliance of our site. Improving our site is part of the People and Culture Teams daily work. We are working in collaboration with our Communications and Engagement Team to create a training programme for colleagues and web editors to ensure content for the website meets accessibility criteria.
